"An Act relating to the admissibility into evidence of                        
deoxyribonucleic acid (DNA) profiles in civil and criminal                     
proceedings."                                                                  
                                                                               
and recommends it be replaced with the following committee substitute          
with a technical title change:                                                 
                                                                               
HCS CS FOR SENATE BILL NO. 13(FIN)                                            
"An Act relating to the admissibility into evidence of                        
deoxyribonucleic acid (DNA) profiles in civil and criminal                     
proceedings; and amending Rule 703 of the Alaska Rules of
